Guerlain’s Loose Kohls are $33 and can be found (among other places) at Neiman Marcus, Saks, Nordstrom, and Sephora.
There are two options I know of for application: “western” style, gently pressing the stylus to the base your lashes, or “eastern” (or “oriental”) style, placing the stylus along your waterline, closing your eyes, and gently drawing it out — instantly lining your waterline.
Though loose kohls can be used as “normal” (dry) eyeliner, they’re meant to mix with the moisture from your eye.
